Have got is similar to Have, they both mean the same.
How to construct phrases with Have got.
AFFIRMATIVE:
I have a little sister. = I have got a little sister. / or / I've got a little sister.
INTERROGATIVE:
Do I have a little sister? = Have I got a little sister?
NEGATIVE:
I don't have a little sister. = I haven't got a little sister.
If someone asks you with 'have got' is better answer with 'have got'.
Person 1: Do you have a car?
Person 2: No, I don't. (Not: No, I haven't got)
Ps.: The third person of the verb TO HAVE is TO HAS.
